Ukrainian strikes cut Russian oil refining capacity by more than half
Ukraine's intelligence says 15 of Russia's 38 main oil refineries were taken out of operation by the end of September 2026, while 12 reduced production. Total refining output at the 38 facilities fell 55.4% from the start of the year. Six refineries in remote regions continued operating, but transport shortages and their distance from major markets limit their ability to offset the deficit.
